On 9 October 2018, the Department of Education published the policy document; Outdoor Education and Recreation Activities for Public Schools, with advice that the policy will take effect on 1 JANUARY 2019.

As the peak organisation for Health and Physical Education (HPE) in Western Australia, ACHPER WA has immediately responded by actively engaging in consultation with the Department of Education.

ACHPER WA considers it the highest priority that the concerns of the members and HPE community are addressed especially regarding implications from policy implementation.

ACHPER WA is currently gathering and collating information in order to formulate a considered, accurate and informed position statement to be sent to Hon Sue Ellery; the Minister for Education and Training. The statement will address the consultation and review opportunities, communication to schools and teachers, and implications for practice.

ACHPER WA is proactively developing an action plan to provide multi-layered support to schools including workshops, seminars, information awareness sessions, professional learning and networking opportunities.

Ongoing communication to members will continue to occur to ensure teachers are supported and informed.

On behalf of members, ACHPER WA immediately initiated consultation with the Department of Education regarding the recently updated Outdoor Education Activities for Public Schools procedures. ACHPER WA shared a range of member concerns including the consultation processes, communication to schools and teachers, and implementation of the procedures.

On Tuesday 30 October 2018, Department of Education schools were advised via Eddymail that a transition period will now be included for the implementation of the Outdoor Education Activities for Public Schools procedures. The procedures will now be amended to include a transition period from 1 January until 31 December 2019 to enable schools to progressively implement their requirements. Where schools have not implemented, or are in the process of implementing these procedures, they must follow the previous Outdoor Education and Recreation Activities for Public Schools policy for any planned activities during the transition period.

ACHPER WA further consulted with the Department of Education on 30 October with a view to providing a support framework to schools. Negotiations are currently underway to provide an action plan that will be inclusive of information sessions, professional learning opportunities and summary documents.  ACHPER WA will include an information session at the upcoming conference on November 26 regarding the Outdoor Education Activities for Public Schools procedures.

The Department of Education will also be conducting an information workshop on 9 November to support implementation of the revised policy and procedures. Registration for this workshop is via PLIS.
